Kenyatta Powers-Rucker is the accomplished Chief Information Officer (CIO) at Maryland's Department of Human Services (DHS), a role that centers around DHS’ mission in aiding vulnerable Marylanders in accessing essential resources such as nutritious foods, energy assistance, medical aid, and secure havens for at-risk individuals of all ages.


Demonstrating a visionary outlook and an unwavering commitment to exceptional customer service, Kenyatta embodies the very principles upon which the agency's mission is built. Her effective leadership prowess, combined with her technical acumen, fuels the progression of innovative business solutions, while concurrently nurturing the growth of her team members' skills at every hierarchical tier. Heading the Office of Technology for Human Services (OTHS), Kenyatta deftly manages an annual budget of $70 million, overseeing a dedicated cohort of around 400 IT professionals spread across 15 distinct Units. This specialized department operates under the DHS umbrella and holds responsibility for the holistic administration and guidance of the agency's information systems, telecommunications, and infrastructure. This expansive role encompasses vital elements such as network management, help desk services, and desktop support.


Kenyatta leads the strategic oversight of the DHS IT project portfolio, orchestrating the collaboration of multiple vendors spanning the nation. With nearly two decades of service within DHS, her journey has encompassed roles both as an esteemed consultant and a dedicated employee. Rising from a Desktop Support Specialist to the first African American female CIO, she’s a living testament to the power of leadership and perseverance. As the driving force behind pivotal systems delivering crucial social services and financial aid to the state's residents, Kenyatta shapes the technological landscape that supports these vital endeavors. Her purview encompasses a robust Enterprise environment, overseeing technology support for an impressive array of approximately 40 applications. This dynamic ecosystem serves a diverse community of over 8000 end users across almost 100 locations throughout the state.


Passionate about diversity and inclusion, Kenyatta is on a mission to expose youth and underrepresented individuals to technology and leadership opportunities. As an award-winning keynote speaker, mentor, and coach, she shares her journey to inspire individuals, women and minorities, guiding them on their career paths in leadership and Information Technology.


Kenyatta's commitment to bridging the gender gap led her to found "Taste of Technology," a remarkable program aimed at introducing the underrepresented community to various tech careers, role models, and opportunities. Through hands-on STEM challenges and workshops, students can delve into cyber security, coding, gaming, application development, and more, all taught by IT professionals. This initiative fosters innovation and helps pave the way for the next generation of tech professionals.


In addition to her influential work in the tech world, Kenyatta is a visionary author, having penned five best-selling books, including "Ladies in Tech: Changing the Face of Technology." This anthology project empowers women in the tech industry, providing them with the tools to advance their careers and thrive in the field.


Beyond her professional endeavors, Kenyatta is a leader in her church, actively serving in various ministries. Her love for God and commitment to empowering and supporting community development initiatives have made her an invaluable presence in her community.
